Mthombeni told Westbury residents that he was there to help restore calm and public order and wasn’t able to solve the issue at hand.
He called Morero while in the presence of community leaders and told them he agreed to be there by 3pm on Thursday.
Community leader Melissa Davids said they would wait.
"We’ve heard that the mayor is coming through, and we're not sure if he will be here to address the community, but we really just want water."
The protesting residents are now sitting and waiting at the entrance of the Rahima Moosa Mother and Child Hospital while roads in the area remain blocked.
