The Independent Electoral Commission (IEC) in KwaZulu-Natal said the ward 64 by-election in eThekwini is proceeding in spite of commotion between political parties on Wednesday morning.
The ward is one of the biggest in the KwaZulu-Natal metro, with over 21,000 registered voters.
The recent resignation of a DA councillor left a vacant seat in the council.
IEC KZN electoral officer Ntombifuthi Masinga said that voting was underway at eight voting stations.
"There was a bit of a commotion in Montclair Recreational Hall with the noise in the tables and tents outside the voting stations that are manned by political parties getting a bit rowdy but that was managed by the police working with the metro police."
Masinga has added that law enforcement will be monitoring the by-election.
"The police are going to be observing the by-election until the end."
