PRETORIA - KwaZulu-Natal Police Commissioner Nahlanhla Mkhwanazi has answered questions on the operational costs of the political killings task team in the province.

Mkhwanazi is the first witness at the Madlanga Commission of Inquiry into Criminality and Political Interference in the Police.

He told the commission that the political task team’s funding came from the national police budget, when he was questioned on how the multi–disciplinary team’s operations were resourced financially.

"We needed to mobilise different disciplines. South African Police Service is not structured in KwaZulu-Natal, it is a national one, central South African Police Service, so therefore, if we have resources that are not there in KZN, we have to source it from other provinces."

He added that the team's plans included bringing in other officers who were not from KZN.

"Therefore, there's a cost associated with their accommodation and subsistence and travelling allowances. We needed to get facilities for them to work from. We also needed other resources - computers, vehicles and so forth."

Mkhwanazi said that all this was communicated to all deputy commissioners of different provinces before being signed off by the national commissioner.

"Different disciplines are a responsibility of different deputy national commissioners, as we explained the structure earlier. So, as we propose these, we needed to make sure that before the national commissioner signs off, that these deputy commissioners have an insight of what we want to do and they make their own recommendations to the national commissioner in terms of the plan."
