Rand Water is urging communities to use water sparingly to help reduce the current high demand.
The call was made during the launch of the utility's education drop-by-drop initiative in Orlando on Thursday.
Rand Water said the programme would focus on providing skills to residents to enable them to contribute to resolving some of the water challenges.
Acting chief for shared services, Mbuyiswa Makhubela, said this was an important project, as it would address issues such as water pollution.
"The very same stream runs down to our main water course, down in the Vaal Dam, Vaal River, then we're contaminating that water. So, it is important for us to start catching the contamination upstream so that we don't have major issues to deal with when we go into the Vaal River."
