Gauteng police say they are concerned about reports that police officers are affiliated with gangs and may be interfering with crime prevention in Westbury.
Residents have expressed concern that police are not doing enough to deal with gang violence in the area.
In October, seven teenagers were shot and two killed, in what is believed to be a gang and drugs-related conflict.
On Wednesday, community leaders, religious organisations and residents gathered at the Westbury recreation centre to discuss issues they are faced with and find possible solutions.
Gauteng police say Westbury forms part of eight areas where anti-gang units have been deployed.
Police spokesperson Brenda Muridili said that the recent shooting that left two people dead was a result of a fight over drug territory.
While five people aged between 17 and 35 have been arrested for the double murder, she added that they were concerned about alleged police interference.
"As and when a case is reported and it is deemed to be gangster-related, that case is not being investigated at station level, it is being investigated at provincial level."
She added that police raids were kept secret to avoid gangs being informed about when they’re happening.
