Tshwane Mayor Nasiphi Moya said her administration is taking the corruption allegations against some senior city officials at the Madlanga Commission of Inquiry seriously, while emphasising that they inherited a dysfunctional city from the previous leadership.

The metro has recently come under intense scrutiny at the commission following claims of tender rigging and political collusion.

Among the allegations is a tender linked to the city’s current deputy mayor and ANC regional leader, Eugine Modise, which was flagged multiple times for irregularities.

The Madlanga Commission of Inquiry recently heard that two Bid Evaluation Committees recommended that a tender awarded to a company linked to Modise be cancelled due to irregularities.

The R2.9 billion irregular tender was awarded to 22 companies in 2022, one of which was owned by Modise, to guard crucial municipal infrastructure.

While her own deputy faces an internal investigation, Moya said her administration, which took over from the DA-ActionSA coalition, inherited the mess.



“We state categorically that these problems were inherited, but ignoring them was never an option for the multi-party coalition government. Since taking office, we have been working tirelessly to restore control, strengthen oversight, restore accountability and force rebuilding a culture of consequence management across the city.”

Meanwhile, ActionSA councillor and Tshwane MMC for corporate and shared services was recently suspended following allegations of tender fraud.

It’s alleged that she was involved in the manipulation of a security tender.
