More explosive claims about acting EMPD head Julius Mkhwanazi's relationship with tender tycoon

Retired deputy commissioner of Ekurhuleni metro police, Revo Spies, provided crucial insight into a dodgy deal struck between acting Ekurhuleni Metro Police Department (EMPD) head, Julius Mkhwanazi and criminally accused tender tycoon Vusimuzi 'Cat' Matlala.
Spies began his testimony at the Madlanga Commission on Friday afternoon.
He unpacked a letter, penned and signed by Mkhwanazi, that instructed EMPD officials in 2021 to accept and register four vehicles to the City of Ekurhuleni, “donated” by Matlala.
This after Mkhwanazi unlawfully entered into an agreement with Matlala’s security company, Cat VIP Protection.
Spies accused Mkhwanazi of having taken a narcissistic approach in instructing EMPD officials to accept and register four vehicles from tender tycoon, Matlala, with the city of Ekurhuleni. In a letter dating back to October 2021.
Mkhwanazi, who was acting deputy EMPD chief at the time, wrote and signed a letter confirming an “endless working relationship" between EMPD and Cat VIP Protection.
The deal would subsequently see Matlala fitting several of his private security vehicles with blue lights - allowing him to operate with impunity across Gauteng.
Spies said that Mkhwanazi had no authority to enter into such a deal.
"There will never be allowed in law, the Municipal Finance Management Act or any local government acts to have an endless working relationship with anyone. There is fixed terms to anything, and maybe even as a joke, it cannot even work in marriage - there cannot be an endless working relationship with anything.:
