The Democratic Alliance (DA) in Tshwane has opened a fraud case against the city's Deputy Mayor and Finance MMC, Eugene Modise, at the Brooklyn Police Station on Wednesday.
A forensic investigation report, recently tabled to council, found Modise is unethically benefitting from a company doing business with the municipality.

The company in question is Triotic Protection Services, which has a multimillion-rand security contract with the city.
Modise has maintained that he sold Triotic Protection Services in 2023, prior to becoming a PR councillor for the African National Congress (ANC) in Tshwane.
However, the forensic investigation report said Modise failed to provide a sale of agreement to prove this.
The report found Modise also failed to disclose that he currently leases one of his properties to Triotic Protection Services and receives a rental income from a company doing business with the city.
The DA’s Jacqui Uys said Modise has breached the councillor’s code of conduct.
“The DA will lay fraud charges against Modise since the mayor is not acting. Investigative reports in council link Modise to irregular benefits from city contracts.”
Last week, the ANC-ActionSA and Economic Freedom Fighters (EFF) caucuses sponsored and passed a motion to establish an ad hoc committee to consider the implications of the report.
