The suspended acting head of the Ekurhuleni Metro Police Department (EMPD), Julius Mkhwanazi, has accused former EMPD Deputy Chief, Revo Spies, of forging an operational plan and presenting it to the Madlanga Commission.

Mkhwanazi, testifying before the commission in Pretoria, conceded that he roped in Vusimuzi "Cat" Matlala's private VIP protection company to assist the City of Ekurhuleni in 2022 ahead of the State of the City Address (SOCA).

He claims the original operational plan was signed off by all the relevant stakeholders, including the then EMPD Chief, Isaac Mapiyeye.

Mkhwanazi directly accused the retired Deputy EMPD Chief, Revo Spies, of misleading the commission during his testimony last month by submitting a forged plan.

"I, Julius Doctor Mkhwanazi, Deputy Chief of Operations and Specialised Services, say in this commission and to members of the public of this country, Deputy Chief of Police, Revo Spies, presented a forged plan that he forged and presented to this commission. I’m going to present the real operational plan."
