The Drakenstein Local Municipality has called on residents living in Paarl, Wellington, and surrounding areas to use water sparingly.
Dam water level readings show water storage in the region was 82.4% on 1 December, compared to 93.1% during the same week last year.
The municipality's director for engineering services, Louis Pienaar, said responsible water use is critical.
"Water use typically rises with temperatures, but this year the increase has been earlier and sharper than expected. No new water restrictions are in place, but this may change if dam levels continue to drop or if the national Department of Water and Sanitation issues a directive."
