Civil society organisation Accountability Now has urged Parliament’s ad hoc committee investigating police corruption to push for the establishment of an independent body to investigate corruption.
The organisation’s advocate, Paul Hoffman, said the National Prosecuting Authority (NPA) and the Hawks are not independent, don’t fall outside of executive control, and a new structure would create more independence.
Hoffman was the first member of the public to make a submission before the committee as it winds up its inquiry into the allegations raised by the KwaZulu-Natal police Commissioner Nhlanhla Mkwanazi.
On Tuesday, only three civil society organisations have been confirmed to make submissions due to the travel arrangements not being finalised for the three other organisations.
Hoffman kicked off the public submissions calling for greater independence when it comes to fighting corruption.
He said the criminal justice system is dysfunctional because corruption with impunity is rampant.
Hoffman said Parliament must consider the Constitutional Court judgment, which called for the independent corruption-busting body.
"Our law demands a body outside executive control to deal effectively with corruption."
Hoffman said that the decision ought to have been translated into law by the previous Parliament, and this is the right time to go through with the decision.
