Suspended Deputy National Police Commissioner, Shadrack Sibiya, claims he used a subordinate to arrange meetings with people linked to the Big Five cartel because he knew them better.
Sergeant Fannie Nkosi, a member of Gauteng organised crime, arranged meetings for Sibiya and alleged criminal tender tycoon, Vusimuzi 'Cat' Matlala.
Nkosi also arranged for Sibiya to meet with the late feared taxi boss and alleged president of the Big Five cartel, Jothan 'Mswazi' Msibi.
Sibiya said Nkosi knew Matlala and Msibi, and therefore, he felt comfortable delegating him to facilitate meetings.
"I preferred talking to him about these people because he was close to them, and it was easy for him to call them anytime, and to arrange meetings, so that’s how I preferred to work."
