A senior Gauteng officer has testified at the Madlanga Commission that Deputy National Police Commissioner Shadrack Sibiya did not object to receiving gifts from suspected crime boss, Vusimuzi "Cat" Matlala.
In March 2024, Matlala sent Sibiya 20 impala as a gift.
When Sibiya testified before the commission, he denied agreeing to receive this gift; however, Sergeant Fannie Nkosi, who works at the Gauteng Organised Crime Unit, told the commission otherwise.
Nkosi has been accused of being the middleman between Sibiya and controversial businessman Matlala.
WhatsApp texts show that in March 2024, Matlala contacted Nkosi, inquiring about where to deliver the impala.
Nkosi then forwarded the messages to Sibiya, and the impala were delivered to the home of the Deputy Police Commissioner.
Asked evidence leader, Matthew Chaskalson: “Did General Sibiya ever say to you he doesn’t want to receive anything from Matlala?”
Replied Nkosi: “He never said anything.”
Three months after the Impalas were delivered to Sibiya’s house, Matlala was awarded a R360 million tender from the South African Police Service (SAPS).
Chaskalson further probed: “Did General Sibiya ever tell you he didn’t want to receive anything from a service provider?”
Responded Nkosi: “No.”
Sibiya has since denied playing any role in Matlala scoring the tender.
