Cape Town has been ranked as the number one metro in South Africa when it comes to service delivery and economic development, according to Good Governance Africa’s latest Governance Performance Index (GPI) for 2024.

"It's gratifying to get that third-party confirmation and recognition that we are, despite huge challenges, and certainly we are far from perfect and far from getting it right, we are making progress and leading the way in service delivery in South Africa.”
- Geordin Hill-Lewis, Cape Town Mayor

The GPI ranks cities, local and district municipalities across five good governance indicators.

The categories are Administration and Governance, Economic Development, Leadership and Management, Planning, Monitoring and Evaluation, and Service Delivery (this is the most weighted category).

Cape Town is the only metro to score a minimum of four out of five for each category.

"The biggest secret is professionalising the civil service.”
- Geordin Hill-Lewis, Cape Town Mayor
"There's a handful of politicians who are in leadership positions but really it's not us that does the work on a daily basis, it's teams of thousands of officials and they have to be professionals - they have to be the best people for the job.”
- Geordin Hill-Lewis, Cape Town Mayor

In addition to the Mother City's achievements, the top three local municipalities in the country are situated in the Western Cape, with the Swartland local municipality taking the top spot, followed by Drakenstein and Saldanha Bay.
