The Commission of Inquiry into Truth and Reconciliation Commission (TRC) cases has announced it will begin its work in November.
In May, President Cyril Ramaphosa announced the establishment of the commission to look into the reasons behind the delays in prosecuting apartheid-era crimes.
Since the commission wrapped up its work in 2003, almost none of the cases referred to the National Prosecuting Authority (NPA) for prosecution have been resolved.
The commission says it believes the next two months will be enough for interested parties to make submissions.
The first hearing will be held on 10 November.
