Minister of Higher Education and Training Buti Manamela said being aligned to the African National Congress (ANC) does not disqualify anyone from being appointed as a Sector Education and Training Authority (SETA) administrator.
Manamela said the appointment of three SETA administrators, including those who served under the ANC, was based on their expertise and not an arbitrary decision.

Manamela was back in Parliament on Friday to explain his decision to appoint administrators to the Services SETA, Construction SETA and the Local Government SETA (LGSETA).
He appeared in Parliament for the first time to explain his decision to put the three SETAsunder administration.
This follows letters from some members of the committee who raised questions about those appointed, who include a former ANC provincial speaker and MEC.
But Manamela defended his decision, saying the administrators are not insolvent or have criminal records and there’s nothing stopping them from being appointed.
“Their appointment was based on professional competence and proven ability not on political affiliation. Political membership, including that of the ANC, as some may have raised, neither disqualifies nor qualifies anyone in this regard.”
Manamela said this is not the end for the country’s 21 SETAs and putting three under administration is just the beginning.
