The explosive allegation was presented to the Madlanga Commission of Inquiry by a member of the Gauteng Counterintelligence Operations Unit, identified only as 'Witness C'.

According to Witness C's testimony, Matlala admitted to making cash payments to Sibiya as an assurance for landing the multi-million-rand police contract.

The money was allegedly collected from Matlala's luxury Centurion mansion by a detective working for Sibiya.

Witness C detailed the arrangement, claiming that Matlala would summon a detective, identified as Sergeant Nkosi, to collect "packages" on behalf of General Sibiya.

During questioning by Justice Mbuyiseli Madlanga, Witness C was probed on the nature of these mysterious packages:

Justice Madlanga: "What packages?"

Witness C: "The money packages, Commissioners."

Witness C concluded his testimony for the day and is expected to resume on Monday. The commission is investigating allegations of criminality, political interference, and corruption within law enforcement.
