Sibiya fails to produce documents on PKTT disbandment

Suspended Deputy National Commissioner Shadrack Sibiya failed to show the Madlanga Commission of Inquiry documents that called for the disbandment of the Political Killings Task Team (PKTT).

Sibiya tried to justify the disbandment and a directive that was later issued by the minister on special leave, Senzo Mchunu, a move he said took him by surprise.

Sibiya was back before the commission in Pretoria to answer to allegations of improper conduct and claims that he tried to influence the disbanding of the task team.

Sibiya has been adamant that the instruction to carry out the disbandment of the PKTT was given by his boss, Fannie Masemola.

This is despite Masemola saying that he was surprised by Mchunu's directive in December 2024.

Commission chairperson, retired Justice Mbuyiseli Madlanga, questioned Sibiya about the order and asked him to point out where it was mentioned in his correspondence.

“All that we want is for you to show us a decision that says PKTT you are now being disestablished,” Madlanga told Sibiya.

Sibiya conceded that there was nothing in writing that called for the task team's disbandment.

“These two documents that I am sitting with... nowhere is it written PKTT must be disbanded,” said Sibiya.

Sibiya said his understanding was that all task teams would be done away with to support other permanent units.
