Cape Town property valuations: how to lodge objections

The City of Cape Town released its formal evaluation of property valuations, the 2025 General Valuation Roll (GV2025), for public inspection last week.

The valuations directly affect how municipal property rates are calculated, influencing how much you pay each month.

City Municipal Valuer Llewellyn Louw explained that valuations are computer-automated using statistical models and reviewed by a team of 45 valuers. 

Homeowners are urged to check their latest valuations and have until 31 March to object in person or 30 April through the e-services portal.

Llewellyn said objections must be motivated, particularly for residential properties, and should be supported by comparable sales information.

He advises that objections be based on property-specific information, such as photographs or comparable properties.

He emphasised that estate agent certificates are not considered reliable evidence as they can be generalised.

The City provides tools on its website, including a rates calculator and a feature to request comparable sales, which can be used to support objections.

“It has got to be comparable sales, sales roughly in earth extent, dwelling extent, and in a similar geographical area. Your objection is not going to succeed if you use sales that are dissimilar to your subject property.”

Louw highlighted the importance of showing that similar properties in the same area have been valued lower.

“The more property-specific information that you provide in your objection submission, the better,” he said.
