Minister in the Presidency Khumbudzo Ntshaveni has reiterated the government’s position on Broad-Based Black Economic Empowerment (B-BBEE), saying it won’t relent on its implementation.

This was after the Cabinet gave the go-ahead for the tabling of the Electronic Communications Amendment Bill to Parliament.

The bill is intended to create a more enabling environment for investment in the sector.

But Ntshaveni says the government won’t be making exceptions to its empowerment laws for anyone.

The amendments to the Electronic Communications Act of 2005 are intended to increase the level of competition in the telecommunications sector and drive down prices.

Communications minister Solly Malatsi has proposed equity equivalent programmes to encourage investment in this sector.

But Minister in the Presidency Khumbudzo Ntshaveni said government is clear on B-BBEE.

"BEE in South Africa is non-negotiable. We will work to improve its efficiency and its application, but the transformation and empowerment of black South Africans to achieve economic inclusivity is non-negotiable."

In an apparent reference to South African-born tech billionaire Elon Musk, who has sought to bring his satellite-internet company to South Africa, Ntshaveni said no investor will be allowed to bypass government policies.

Musk’s application was recently rejected in Namibia.

"There will not be accommodations of individual businesses at the expense of South Africa."

Ntshaveni says there's a need for uniformity in the implementation of BEE across all sectors, and no government department will be allowed to bend the rules.
