Suspended Tshwane security unit head accused of signing off on dubious invoices

Tshwane’s suspended Director for the Asset Protection Security Unit, Tshukudu Malatji, has been accused of costing the municipality millions of rands by signing off on dubious invoices.

Malatji returned to the Madlanga Commission, where he faced cross-examination regarding ad-hoc security services at the municipality.

The commission has heard how a company named Gubis85 Solutions was allocated a lot of contracted work to the point where the municipality exceeded its security budget by millions.

In March 2025, Malatji received an instruction from the head of the asset protection security unit to stop all ad-hoc security deployments.

The instruction came after the unit received a large invoice bill from Gubis85 Solutions for security work rendered.

However, Malatji did not follow through on the instruction, instead signing off on more work for Gubis85 Solutions.

In addition, Malatji also admitted he approved some invoices from Gubis despite the lack of a corresponding purchase order.

Malatji: “Since the discussion is about how such invoices would be disposed of, there was no wrongdoing on my part in signing this invoice.”

Co-commissioner, Sandile Khumalo: “But did you know for certain that those services had been rendered when you were signing and approving this invoice, did you know Gubis had rendered those services. Did you know or did you not know?”

Tm: “Let me say I did not know.”

Malatji will return to the commission on a later date for re-examination by his own lawyers.
