DA files papers with SCA over ANC cadre deployment policy
The party wants to overturn the order of the Gauteng High Court that dismissed its application for leave to appeal.

JOHANNESBURG - The Democratic Alliance (DA) is continuing its fight against the African National Congress (ANC)’s cadre deployment policy, with the party now petitioning the Supreme Court of Appeal (SCA).
The party wants to overturn the order of the Gauteng High Court that dismissed its application for leave to appeal.

Earlier in 2025, the court dismissed its initial application to have the cadre deployment policy declared unconstitutional.
The DA argues that the judgment of the Gauteng High Court in Pretoria stands as a precedent that permits party political influence in the public sector.
The party submits that there are serious constitutional implications arising from the High Court’s judgment that undermines provisions of the Constitution that stipulate that no employee of the public service may be favoured or prejudiced only because that person supports a particular political party or cause.
It posits that the case meets the test for an appeal to be granted and seeks an order declaring the ANC’s cadre deployment policy unconstitutional.
