Witness A, who testified from an undisclosed safe house location, is a member of the team investigating the murder of a Vereeniging engineer, Armand Swart, who was killed in April 2024.
Among those arrested is a multi-millionaire with alleged links to police top brass, Katiso "KT" Molefe.
Several senior-ranking generals within the police wanted to be briefed on the murder investigation of Swart.
The interest in the investigation was only heightened by the arrest of Molefe in December 2024.
Testifying before the Madlanga Commission of Inquiry, a Gauteng detective alleged that Shibiri possibly had an ulterior motive in wanting to know more about their investigations into Molefe.
"I still don’t know, to this day, whether General Shibiri is compromised in the sense that he is working for the syndicate."
He alleged that Shibiri was consistently checking on the team’s safety and well-being.
"I think he did this because he knew the people we were going after are heartless and are very well connected."
Witness B, the investigating officer in the Swart case, will begin testimony when the commission resumes on Wednesday morning.
