The attack is believed to be related to ongoing gang violence in the area.
Masemola said the investigation into this shooting has been intensified while police continue to search for the suspects.
He said he's instructed the provincial police commissioner to deal with children who skip school to sit in drug dens.
“Most of the children, they bunk school, and they go and sit at these lowly lounges and do smoking and all other illegal things.”
Masemola said they are also investigating how the teenagers got their hands on the guns used in the latest shooting.
He's urged their parents to come forward and help police in making arrests.
