During a media briefing in Pretoria on Sunday, Creecy made assurances that the state would retain ownership of all rail and port infrastructure while opening space for private investment to improve efficiency and expand rail services.
She said there were no plans to sell vital public assets.
"I think if you look at the areas where we are requesting investment, it is in areas where we are expanding and developing new services and modernising the passenger rail system."
