Tender tycoon and alleged African National Congress (ANC) funder, Vusimuzi "Cat" Matlala, allegedly confessed to investigators during an informal discussion that he paid suspended deputy national police commissioner, Shadrack Sibiya, large sums of cash.

The confession was recorded by one of the investigators who arrested Matlala in May.

In the recording, in which an extract was played before the Madlanga Commission of Inquiry on Thursday morning, Matlala allegedly refers to Sibiya as a criminal who assisted him in landing a R360 million police contract.

Witness C, a detective attached to Gauteng counterintelligence operations, recorded a conversation in which Matlala confessed to paying Sibiya up to R1 million a month in cash.

Sibiya was allegedly paid by Matlala for assisting him in ensuring he won a multi-million-rand police tender.

"He indicated that after each and every payment by SAPS [South African Police Service] for his tender, then a portion of the payment would be given to General Sibiya and he indicated that sometimes he would pay to the total of R1 million per month."

Matlala made the confession to Witness C and other investigators upon his arrest in May.

"When he started talking about General Sibiya, he kept on saying that General Sibiya is a criminal himself."

According to Witness C, the recording of Matlala’s confession is long and detailed, and in it, he confirms paying Sibiya and others.
