Tshwane’s suspended chief financial officer (CFO), Gareth Mnisi, is expected to face tough questions when he returns to the Madlanga Commission on Monday.

Mnisi made his first appearance on Friday, with his time on the witness stand characterised by blanket denials of the allegations against him.

He faces allegations of abusing his position CFO and chairperson of the city’s bid adjudication committee (BAC) to steer the awarding of tenders towards his preferred bidders.

At the heart of the Madlanga Commission’s investigation into the city of Tshwane are two security tenders.

Mnisi said that he doesn’t have any business interests and has never received gratification from any of the companies that bid for tenders.

He told the commission he assisted Gubis 85 Solutions to receive payment for security services rendered to the city.

This contradicted the previous testimony of Ekurhuleni Metro Polce Department (EMPD)’s deputy chief of the asset protection security unit, Revo Spies, who said the company sometimes filed invoices for work not done.

Mnisi did, however, admit to sending an internal document to his friend Sergeant Fannie Nkosi, which he wanted passed on to the EMPD’s deputy chief, Umashi Dhlamini.

“I needed to communicate the aforesaid to deputy chief Umashi Dhlamini as at this point I didn’t have telephone details. I asked Nkosi to forward it. After which deputy Dhlamini and I commenced direct communication regarding the way forward.”

This is the same explanation Dhlamini gave for sending confidential documents to Nkosi, saying he couldn't send them directly to Mnisi as he didn’t have his contact details.
