The Kaapse Klopse Karnival Association said there were "dynamics at play" that caused the Tweede Nuwe Jaar festival to be delayed by an hour on Monday.
Spectators who came out to watch the minstrel parade expressed dismay, saying the event was poorly planned.
The event, which is organised by the Kaapse Klopse Karnival Association, was due to start at 11.30 am but only got going at 12.30pm.
The Kaapse Klopse Karnival Association's chairperson, Muneeb Gambeno, said he could not disclose what caused the event to be delayed.
Gambeno said the parade was on track to start at 11am, but things did not go according to plan.
“The reality is it's a large event. There were dynamics at play, and we were an hour late to start. Not because our troupes were late or because of anything. There were dynamics at play, and I'm not at liberty to discuss that dynamics.”
Gambeno said the competition at the DHL Stadium was still on track to finish at 11pm.
